Whether State Government employees, Autonomous body employees, Central Government employees are entitled to go to any Central Government/State Government offices on deputation; if so, the details thereof? question raised in Lok Sabha:-

DEPUTATION ENTITLEMENT
Will the Minister of PRIME MINISTER be pleased to state:-
(a) whether State Government employees, Autonomous body employees, Central Government employees are entitled to go to any Central Government/State Government offices on deputation;
(b) if so, the details thereof;
(c) whether the disputed officers are entitled to get deputation allowance anywhere in any State Government where they are deputed;
(d) if so, the details thereof; and
(e) if not, the reasons therefor?

ANSWER
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (SHRI V. NARAYANASAMY)
(a) & (b): In terms of the provisions of the Recruitment Rules, the employees under Central/State Government are considered for appointment to a post under the Central Government on deputation basis; the employees of Non-Government Bodies e.g. Autonomous Bodies, Universities, Recognized Research Institutions etc. are considered for appointment to such a post on Short Term Contract, which is a form of deputation.
(c) to (e): In Central Government, the deputation allowances are as per the Department of Personnel & Training OM No. 2/22(8)/2008-Estt.(Pay II) dated 3rd September, 2008. The details of entitlement of employees who are deputed to posts under State Government are not available with the Central Government.
