The cadre will be restructured in every five years in India Meteorological Department, Ministry of Earth Sciences. "The government will decide on this in six months", has ordered by the Central Administrative Tribunal, Jabalpur.
Double bench of Justice Dhirendra Mishra & Administrative Member G.P.Singhal has ordered on a petition that the Ministry of Earth Sciences should apply recommendations of Dr. DK Das Committee within six months. India Meteorological Department Scientific Staff Association has welcomed the decision.
GD Mishra, Provincial Secretary of the union said that the Class 2 officers faculty / staff of this department is also work in remote areas. His minimum qualification is Engineering and BSc first class, but there is no chance of promotion in the service period. Cadre Restructuring has not happened for the last 60 years .
The decision of the various offices of government employees / officials will also be a landmark.
भोपाल। पृथ्वी विज्ञान मंत्रालय के तहत भारत मौसम विज्ञान विभाग में अब हर पांच साल में कैडर पुनर्गठन होगा। छह महीने में सरकार को इस पर फैसला लेने होगा। केन्द्रीय प्रशासनिक ट्रिब्यूनल जबलपुर ने आदेश दिया है।
न्यायमूर्ति धीरेंद्र मिश्रा तथा प्रशासनिक सदस्य जीपी सिंघल की डबल बैंच ने एक याचिका पर अपना फैसला देते हुए कहा कि पृथ्वी विज्ञान मंत्रालय डॉ. डीके दास कमेटी की अनुशंषाओं को छह महीने के भीतर लागू करे। भारत मौसम विज्ञान विभाग वैज्ञानिक कर्मचारी संघ ने इस फैसले का स्वागत किया है।
संघ के प्रांतीय सचिव जीडी मिश्रा ने बताया कि विभाग में कार्यरत वर्ग-2 के अधिकारी/कर्मचारी सुदूर क्षेत्रों में भी कार्य करते हैं। उनकी न्यूनतम योग्यता इंजीनियरिंग तथा बीएससी प्रथम श्रेणी है, लेकिन पूरे सेवा काल में पदोन्नति के कोई अवसर नहीं है । इसी वजह से पिछले 60 साल से कैडर पुनर्गठन नहीं हुआ है।
इस पर सुप्रीम कोर्ट ने भी वर्ष 2010 में हेमराज सिंह चौहान की याचिका में आदेश दिया है कि हर पांच साल में कैडर पुनर्गठन होना है। इसी को ध्यान में रखते हुए मौसम विभाग के वर्ग-2 के अधिकारियों/कर्मचारियों के लिए केन्द्रीय प्रशासनिक ट्रिब्यूनल जबलपुर ने यह आदेश जारी किया है। यह फैसला भारत सरकार के विभिन्न कार्यालयों के कर्मचारियों /अधिकारियों के लिए भी मील का पत्थर साबित होगा ।
